The short answer
Tidio is chat: a widget on your site, with Lyro — the AI agent — answering the conversations that arrive there. It does that well, it has a free plan, and it is one of the few in this market to publish its price plainly.
ModuHelp does no live chat. It works in the support email address your company already uses, and brings an optional contact form for your site — one that suggests help-center articles as the customer types, but never promises a person in real time. If your customers write to hello@ or support@ rather than opening a bubble in the corner of the screen, that is where the problem lives.
This is a channel decision before it is a vendor decision. Online store with visitors deciding on a purchase: chat wins. Services business where requests arrive by email and sit for days: email wins. Look at where your requests actually come from before comparing prices.

How the AI is billed: Not billed separately. AI replies are included up to the monthly cap; replying by hand never counts against it.
